A collective training licence can be a single annual sum for the whole repertoire, indexed to consumer prices, with no price for any one work
Norway's agreement between the National Library and Kopinor (signed 19 December 2025, for newspaper text up to a year old) fixes one total fee of NOK 45,000,000 for 2026 (about USD 4.4 million at USD 0.098296 per NOK). From the 2027 payment the fee moves each year with Statistics Norway's consumer price index; it is invoiced once a year and falls due no earlier than 30 June. The agreement runs one calendar year at a time after 2026 and can first be ended by notice before the end of September 2027, taking effect on 1 January 2028. The state pays and the trained models are given away free of charge. The contract states no count of articles, so no price per article or per word follows; MBL administers the money for the press side.

Kopinor annual report 2025, section 3.2 (who administers the newspaper agreement), checked Jun 2026
- Annual collective licence for the National Library of Norway to train Norwegian language models on Norwegian newspaper text (press publications up to one year after publication, non-exclusive), agreed by Kopinor for its member organisations: the 2026 fee
- Norwegian press publishers (MBL members, via Kopinor) to National Library of Norway (Norwegian government): Collective, non-exclusive licence for the National Library to train and publicly release Norwegian language models on Norwegian newspaper text up to one year after publication; rightsholders may exempt their works.
- The December 2025 Norwegian collective agreement lets the National Library train language models on Norwegian press publications up to one year after publication, and leaves out trade-press, magazine and weekly-press text and all pictures, sound and video; rightsholders may exempt works. It is the only collective AI training licence found with a published fee.
- In a collective training deal the fee is tied to how much of the repertoire stays in: opt-outs are allowed, and a buyer can reopen the price if what remains stops being representative
- Under an extended collective licence a holder who never joined the collective can still be inside the licence, and opt-out is then the holder's only lever
- Kopinor reports that in 2025 its member organisations gave it the mandate to manage rights for AI uses of works: training, grounding, and use as instruction and context. It also drafted copyright notices for rightsholders to reserve against text and data mining while pointing to licensing through Kopinor.
