A publisher outside the largest few is offered pay-per-use income, not a lump sum for its archive
In 2026 the programmes open to a small or mid-size publisher pay per page fetched (TollBit), as a share of ad revenue (ProRata, Perplexity, Taboola), as a share of a retrieval licence (Bria through the News/Media Alliance) or by a value test (Google's AI contribution pilot). Of TollBit's nearly 7,000 sites, nearly 20 percent have made money, from hundreds of dollars to tens of thousands a month. The lump sums reported in the millions a year go to the largest news publishers.
