Kaggle Terms of Use, Section 9: the licences a user grants when it shares a Dataset publicly (Effective Date: June 22, 2025) (Kaggle Terms of Use, Section 9 (Do I have to grant any licenses to Kaggle or to other users?))
A dataset shared publicly on Kaggle gives every Kaggle user a royalty-free, perpetual and irrevocable licence to use it as the site allows. The holder keeps ownership, but nobody will pay for what the licence already gives them, so a dataset meant for sale should not be published there whole.

In the source's own words
“You also agree that all of the licenses you grant under these Terms are royalty-free, perpetual, irrevocable, and worldwide. ... If you share a User Submission publicly on the Services or in a manner that allows more than just you or certain specified users to view it (such as a Dataset) ... Also, you grant all other users of the Services a license to access that Public User Submission, and to use and exercise all rights in it, as permitted by the functionality of the Services.”
