Kaggle Terms of Use, Section 9: rights in a competition entry pass only when the winner accepts the prize (Effective Date: June 22, 2025) (Kaggle Terms of Use, Section 9, Competition Entries)

The money on Kaggle is prize money: a competition's host gets rights in an entry beyond the limited licences only when the winner accepts the prize. A prize rewards a winning entry; it is not a price for a dataset.
