Public buyers set a much lower per-image ceiling when the annotation order is bigger
The UK government science agency Cefas paid about £6.00 to £6.64 an image for annotation orders of 5,000 to 7,000 drone images in 2021 and 2023 (HITL EOOD, Aya Data). Its 2024 tender for up to 50,000 images of the same kind capped the contract at £120,000, which is at most £2.40 an image, under 40 percent of the earlier unit price. The winning bid, £47,933, states no image count.
