FTC, COPPA Rule amendments, Statement of Basis and Purpose: disclosures to train AI need separate consent (90 FR 16918, 16918 and 16950 (Apr. 22, 2025))

The FTC said in the rule itself that handing children's data to a third party for money, or to train or develop AI, is never integral to a service, so it always needs the separate parental consent in 16 CFR 312.5(a)(2). Operators had to comply by April 22, 2026.
