FCC Declaratory Ruling: AI-generated voices are an artificial or prerecorded voice under the TCPA (FCC 24-17, CG Docket No. 23-362 (Declaratory Ruling, adopted 2 February 2024, released 8 February 2024))
An outbound call placed by an AI voice agent is a call with an artificial voice under the Telephone Consumer Protection Act, so on the lines the Act covers it needed the called person's prior express consent. A buyer of AI-agent call recordings can ask how that consent was obtained, because the ruling governs how the calls were made, not whether their recordings may later be licensed.

In the source's own words
“we confirm that the TCPA’s restrictions on the use of “artificial or prerecorded voice” encompass current AI technologies that generate human voices. ... calls that use such technologies fall under the TCPA and the Commission’s implementing rules, and therefore require the prior express consent of the called party to initiate such calls absent an emergency purpose or exemption.”
