ITAR, definition of export, including release of technical data to a foreign person in the United States (22 CFR 120.50(a)(2) and (b))
Handing ITAR technical data to a foreign person is an export even inside the United States, so giving a buyer's foreign staff access to defense drawings needs an export authorization first. A licence to an AI buyer is a release to everyone at the buyer who can open the files.
