EAR, items subject to the EAR that are not on the Commerce Control List are EAR99 (15 CFR 734.3(c))
Technology for an item not listed on the Commerce Control List is classified EAR99, the lowest level of control. Most ordinary commercial designs fall there, but whether a given archive does depends on what each design is for, which is why a holder classifies before licensing.
