Privacy Protection Authority draft guidance (28 April 2025): the privacy law applies to AI systems; training needs a legal basis and consent beyond expectation needs opt-in (Privacy Protection Authority, Draft guidance: Application of the Privacy Protection Law to artificial intelligence systems, 28 April 2025, paras. 5.3 and 6.3.4 (Hebrew))

In Hebrew. Para. 5.3: a legal basis must be ensured for processing personal data that infringes privacy at every stage of an AI system's life cycle, including training the model. Para. 6.3.4: where the purposes go beyond the data subject's reasonable expectation or the main purpose for which they dealt with the database controller, the explanation must be more detailed and the sign of the person's will more explicit, for example separate consent in opt-in form. A holder licensing customer or staff records for AI training is that case. This is a draft that the Authority issued for comment (comments to 5 June 2025) to guide its enforcement under Amendment 13; I found no final version.
