Koninklijke Nederlandse Lawn Tennisbond (C-621/22), paras 55 and 57: expectations and strict necessity (Case C-621/22, Koninklijke Nederlandse Lawn Tennisbond v Autoriteit Persoonsgegevens, EU:C:2024:857 (4 October 2024), paras 55 and 57)

What people could expect when their data was collected decides the balance, and disclosure for a fee passes only if it is strictly necessary. For records collected years ago under a notice that said nothing about licensing, this points against identifiable disclosure.

In the source's own words
“particular importance should be attached to the question whether those members could reasonably expect, at the time when their personal data were collected in order for them to become members of a tennis association, that those data would be disclosed, for consideration, to third parties ... only on condition that that processing is strictly necessary for the purposes of the legitimate interest in question and that, in the light of all the relevant circumstances, the interests or fundamental rights and freedoms of those members do not override that legitimate interest.”
