Quebec private sector Act, section 21: communication without consent for study, research or statistics (Act respecting the protection of personal information in the private sector, CQLR c. P-39.1, s. 21, as amended by S.Q. 2021, c. 25 (in force 22 September 2023))

Quebec's research route needs a written request, a privacy impact assessment that finds the research objective outweighs the privacy impact in the public interest, and an agreement limiting use. My reading: a commercial licence for model training does not meet it.
