- Annual collective licence for the National Library of Norway to train Norwegian language models on Norwegian newspaper text (press publications up to one year after publication, non-exclusive), agreed by Kopinor for its member organisations: the 2026 fee
Paid by the Norwegian state through the National Library (the National Library's launch release of 10 August 2026 says the government allocated NOK 45 million a year to the agreement). Kopinor signed for the members of 23 organisations named in the contract; the Norwegian Media Businesses' Association (MBL) administers the newspaper agreement. It covers newspaper text up to a year after publication; trade press, magazines, weekly press, pictures and sound are excluded, rightsholders can exempt works, and the trained models are shared free of charge.
